Racial Justice Task Force

Creation of the 17- member Racial Justice Task Force was unanimously approved by the Board of Supervisors on April 12, 2016. The mandate of the Task Force is as follows:

1. Research and identify consensus measures within the County to reduce racial disparities in the criminal justice system;

2. Plan and oversee implementation of the measures once identified; and

3. Report back to the Board of Supervisors on progress made toward reducing
racial disparities within the criminal justice system.

Data Updates

Juvenile justice data: Based on changes in the law, individual-level juvenile justice data may be available from Probation in January 2018, pending approval from the local Superior Court. In the meantime, the Task Force has recently been provided with updated aggregate data to supplement data presented to the Task Force in November 2017. In addition, Probation shared a series of additional aggregate data indicators to help the Task Force tailor recommendations to jurisdictions and offense types that may appear to have the greatest impact.

Criminal justice data: On behalf of the Racial Justice Task Force, Resource Development Associates (RDA) and the Office of Reentry and Justice (ORJ) recently met with the Court Executive Officer, and the Court maintains the position that they are unable to release individual-level data for adult criminal justice cases.  This is based on their understanding of Rules of Court restricting access to bulk information about criminal cases in the Court's possession.  ORJ is in contact with the Office of Research for the California Department of Corrections and Rehabilitation (CDCR), who has indicated that they may be able to provide the ORJ with individual-level case data they have in their possession.  ORJ will follow up with CDCR to determine what their assistance would look like.  In the meantime, RDA has been able to obtain case-level data from the Public Defender’s Office, and is currently in the process of analyzing this data on behalf of the Task Force.

Community Forums

During the month of November 2017, the Racial Justice Task Force held community forums in each of the five Board of Supervisor districts.  These forums provided the public with an opportunity to learn about the work being done by the Task Force, and to provide their feedback directly to Task Force Members.
